Sorry, there is nothing in the SMTPOuboundConversation.log to indicate anything going out for the admin daily report. (The issue is with the admin daily report that is not being generated, not the user report.  I don't know how to manually generate the admin daily report.)

I did generate an email directly from a user mailbox on the server and it did get delivered (saw it in the SMTPOuboundConversation.log).
