There are no known compatibility issues with MS Outlook on Android. I suggest you take a look at IMAPConversation.log and confirm your Android device is even trying to connect. If you don't see even the "Connection" lines, that means some of the parameters are incorrectly entered on your phone.

To view logs, go to "Tool" and then click "View Logs" in the web interface.
