An SSL certificate has nothing to do with your IP address getting blacklisted. In fact, your certificate is not even in use when sending outbound emails.

Most servers on the Internet will reject your email if it comes from a dynamic IP address. You must get a static IP address if your goal is to send outbound emails. Another alternative is to get a VPS server, such as Amazon Lightsail, which will cost you about $3.50/month and you will get a static IP address. You can route your emails through that machine.
