I am seeing an uptick in fake Paypal invoice mail that passes the filters.  This is often for bitcoin / blockchain purchases, antivirus, geek squad etc.  Most are phishing for Paypal.  Attached is a snippet of one and the Bayesian results, which passed it with flying colors.  How can I get these rejected?  I feel I have multiple content filters, but since the content keeps changing they never fire!
